Circumstances

Kean Luo was originally from Malaysia, but had moved to the United States to attend school and begin his career. On March 2, 2016 Mr. Luo moved to Winnipeg, Manitoba for work. Friends and family began to worry about Mr. Luo as they were unable to reach him for an extended period of time. However, on April 2, 2016, police spoke with Mr. Luo at a local hotel. Mr. Luo said that he was not feeling suicidal, but was feeling stressed and missing his family. He was last seen on April 2, 2016 on the Sergeant Thomas Cooper bridge with his vehicle parked on the shoulder of the highway. All cell phone and bank activity have ceased.
